More fuel doesn’t translate into a higher top speed, so I’d use those factories as chemical plants, at least in the absence of big storage tanks.
How are those related? Destroy them when an enemy unit moves within range and resolve the damage as though a mine had gone off using that huge template… 🙂
You can make terrain at that scale with wood blocks cut to size, dowelling for smoke stacks, cardboard for panelling (see Brigade Models’ spaceships for how that looks) and photoshopped printed textures for details like windows – but the Spartan stuff will always look better…
The big thing I can see is an escort mission. Pick a few ships that are designated as cargo haulers or scratch build some. (Lightly armed and armored) and have a mission of getting your cargo haulers from one port to another, perhaps across the board from corner to corner, where the enemy is to try to capture as many as possible. You win if you get more across than your opponent captured with destroyed haulers either worthless or a fraction of the value of a captured one.
