They were five infantry divisions stationed along where the allies would land. Opposite Utah beach, the 709th Static Division were stationed with the 243rd Static Division nearby with more experienced troops of the 6th parachute regiment and 91st air landing division reinforcing their positions in May.
At Omaha beach the Allies would face off against the 352nd infantry Division, which had reinforced that landing site in secret. The beaches of Sword, Gold and Juno was garrisoned by the 716th Static Division under more experienced officers.
The Luftwaffe and Waffen SS were the experienced veterans, but we're few in number compared to the more numerous but less experienced static coastal divisions,of which were made up from combinations of conscripts from Russia, the wounded and inexperienced. They were there to purely stay put and hold the line, with little to no transport available to assist them.
