First decision is to pick a rules system. There are plenty to choose from but it depends what level of game yout after. For 28m i used to play chosen men but moved on to Shakos and bayonets which is a variationof the musketsand tomahawks rules system. This is great for skirmishgames snd i wouldnt want to attemptany thing largercthan a skirmishgame in 28m.  Its a card drivensystemwirh lots of great dramatic monents making it cimenamatic and story driven. It allows you to pick a nationality and create a reasonable sized force without going overboard. I might also dabble in silver bayonet as I go but for 10m I thought I'd try soldiers of Napoleon. I have a good sized 10m collection already from a previous project and I think these rules best suit this scale. It adds more flavour for the way armies actually operated at the time and is another card driven system.
