Ran out of guys…hmmm. Sounds like a perfectly plausible reason…lol. I would have have said that I had a secret plan and all will be revealed during play. That way, if something cool happened, I’d say “See, that’s why I had it set up this way”.
That is the best reason ever to limit unit size. Ha
I found building an army out of doing what Andrew said but also I like to look at personalizing some of the men to add characters. I’ll put a thread into the WW2 forum with some images to show what I mean if anyone is interested message me.
Running out of men has never been excuse uttered by a Russian commander ever.

Working on a Soviet army at the moment. I usually take only 1 extra body for my commanders in other forces, but with the Soviets I take 3 and forego the -1 hit mod for the meatshield.

Real fun is whole squads of SMG tank riders in body armor. Or engineers in body armor. Both are only killed on a 6+

Somehow I suspect there is a bit of the old maskirovka going on here. I like the horde of tanks – they out to be good at knocking down Stompy Robots from Mars.

Soviets by far my favorite army in BA, regular and Tank War. It is by far the most versatile army in the game. T-34s rock!
