Who would have thought that during the battles of the Napoleonic era they were using rocket launchers!? Ok so they might not be as complex as they are now but check out this British Rocket Bombarding Frame from Warlord Games for Black Powder...
According to the little blurb about this model it seems like Wellington didn't view these favourably but he didn't underestimate the demoralising effect that they had when fired over the heads of the enemy.
If you've got explosions coming from all angles you're more likely to keep your head down that shoot so I can see the point in using them! Also if one of them actually hit it could be very messy indeed.

They do look rather good.
looks nice! not so useful on their own but combined with line infantry fire and some solid/grape shot can really turn those crapaud columns into a pinky-brown mist!
They were indeed using Congreve rockets during the Napoleonic Wars. Their use against the Americans during the War of 1812 led to the line “By the rocket’s red glare” in the US national anthem!
It also explains the stars on the flag.
