I thought Ultramarine Chief Librarian Varro Tigurius was the most powerful psyker because he has tapped into the hive mind and he gets all of the space marine psycic powers (9 powers)? However Mephiston does get the uber S10 I7 force weapon (against characters) re-rolling to hit and to wound. He does get a very good stat line compared to standard Librarians wheras Tigurius simply gets a standard Librarian stat line.

People forget Mephistons biggest weakness in the new codex, is so big a weakness that I would never field him. Sure, he’s T6 but he has no inv saves, get 2-3 plasmaguns, a few lascannons, banshees, any ap1-2 weapons. Last time I fielded him (You more or less need to use his three powers per turn.) I managed three perils in four rounds, that’s after using his powers about 20 times, my opponent rapid fired away the last two wounds with two plasmaguns. Considering a Land Raider is coming at the same points value and the strategic advantage of having Mephiston (manoeuvring, soaking up firepower, scaring away units) that sounds like Mephiston easily made his points back.
The normal Libby can, its the Epistolary upgrade that lets him cast 2 in on turn 50points.
I only get errors when I try to play this one, no problems with the other clips however..
