From what I understand the stories are, but the (cover) art and the universe aren’t.
And this appears to be related to the depiction of Conan in art.

ie : you can print the stories, but you can’t use the art or create new ones based om them.

At least that’s what I think is happening here.

I’m no lawyer so that’s just my guess.
