In 1811, the Chilean Congress decided upon free trade for the harbor city of Valparaíso; and shortly thereafter, the country proclaimed its independence. As influential citizens of Valparaíso, players strive to advance the development of their city. For this purpose, you send merchants to the hinterlands to trade there, and sail your ships overseas to attain new achievements.
In Valparaíso, players will need to fulfill their own personal objectives while keeping a close eye on the actions of their opponents. One action by a player can drastically change the possibilities for the rest of the group in this fluid resource-gathering game.
The game consists of rounds broken into three phases. In the planning phase, players choose up to five cards which they can use in the next phase. When the next phase is triggered, players can transfer and sell goods, hire or move merchants, trade in the village or overseas, move ships and build houses.
In the final phase, players convert their successful actions to victory points. The game is won when one player has obtained 18 victory points or when the sea sector achievement card slot has been depleted.
