Yes, great job. According to the rules “locked in combat” happens when enemy models are in base contact, therefore, one cannot be locked in combat with friendly models, therefore, the dragoons would not suffer -1T from the Vanguard.

Would a stormlord with 40 vanguard be any good?
Oh, Never thought about putting 40 vanguard in there. It would be worth a go. 🙂 Personally I like to put bulky things in there. The transport capacity is 40, but only 20 models can shoot. That way you get the maximum output whilst using up the transport capacity. That said however, 20 vanguard shooting is still pretty impressive, especially if outfitted with some decent special weapons. would be a great way to bubble wrap the tank once things start getting too close as well!
