They remind me of the Borg queen. Good to see that there aren’t any pointy ears showing!
The ‘collar’ is very original and I think it really works – could be an armoured communicator or some such. The styling fits well with the Eldar aesthetic too.
Since the ‘neck bulb’ is tilted, this head might work better on a jetbike pilot than the average Guardian, but it’ll probably work on any Eldar figure – perhaps a Falcon turret gunner scanning the skies or a psyker invoking warp power…

This reminds me of one of the aliens on Babylon 5. You could use the head for non eldar as well if you file the markings on the head.
