I came up with a number of locations fir the board based on areas from my georgian version which wouldn't have changed and then cut out some locations such as gallows Hill and the sand mines as areas that no longer existed. I swapped in some more victorian relevant locations. The first railway station. Workhouse, lunatic asylum and public parks such as the arboretum. I was going to use this map from 1880 as reference but had a brain wave.
