    Blofeld and Donald Pleasence predates Dr Evil and Mike Myers… so technically Dr Evil looks like that cover.

    From the picture it appears 3 of the 4 villians are;

    • Ernst Stavro Blofeld
    • Rosa Klebb
    • Aristotle Kristatos

    It appears to be an area control mechanism.
