TTS works with any base and board size as it runs on a grid system. So it comes down to what you think is aesthetical pleasing, what space there is, what terrain there is etc… Within reason don’t have to share the same basing either.
I presume they do TTS in 28mm as they have a large gaming table and want the spectacle of large 28mm armies fighting each other with a manageable ruleset – that is what TTS is for so no issues there. TTS is easier, particularly for large battles.
I guess you are a bit dependent on what they use really. You could make a 10mm army and use it for TTS too just playing it against 28mm would be taking things a bit too far.
As it happens I am just deciding what to use for my future TTS armies. I am going the other way in these sense that the possibility of miniaturising the whole set up is what is attractive. For that I am not sure if I will go for 120×90, 90×60 or even 60×40 cm set ups.
So I have been playing around a little. Here is a 90X60cm mat which I am starting to mark out. And various base sizes. Left to right are 4, 5, 6 and 10 cm bases.
