I think that the term pre-order is used in the sense that it is an order before the product has been made available to the consumer, rather than an order for something that is available, just sitting in a warehouse as it is no longer sitting on the shelves.

I’m thinking that all of the copies from the first wave have already been produced, so this isn’t the same situation where people talk of Kickstarter being a “pre-order system”, where the goods haven’t been produced before the project closes.
