The Otter should be anthropomorphic and dressed like a D&D Ranger (or a Saga figure) with a fez instead of a hood. A shield shaped like a cog and a ruler (tape measure) as sword (spear if looking at long range?). At their belt will be a bag of dice. On the otter’s chest will be cogs, worn as medals and badges.

For the cultist fez (Fezi?, Fezes?) the cogs could also be color coded. A color for staff. one for some of the volunteers, Gold for a button winner, etc. The number of teeth on a gear could have meaning as well.
