Under the command of General Von Schweppenburg of the Wehrmacht, who was keen to keep armoured elements hidden north of Paris where he could then launch a mass counterattack against any landing forces. Rommel however feared that Allied air superiority would expose the tanks to unnecessary harm, preventing their movement. He wanted every tank to be within striking distance of the beaches should the invasion forces make any headway. Even the moral that these divisions would present to the entrenched defenders would be a huge boost in any fighting.
Come D-day, the Germans were caught out. They thought the bad weather would hamper the invasion and were caught off guard. This was also due to the Allied ruse Operation Fortitude which was designed to make the Germans believe the invasion of Normandy was a feint, with the real target being the Pas de Calais region. With Hitler himself believing this, many units where kept away from Normandy until July.
