Not exactly. You announce your actions, for example: Walk-Crouch-Aim-Fire-Fire, then you roll your action dice. Your Speed tells how many dice get rolled, a maximum of 6 actions may be performed, your first action may always be made no matter if you botched the dice roll. Makes for quite awesome movie-like scenes and strategic decision-making. I love it.
