I see two problems with your summoning.plans.
1. It’s used at the start of the movement phase (so, must be used before deepstriking)
2. Can only be used on non-vehicle units that is not engaged in combat…. so no teleporting stormravens.
I do not think it must be used before deepstrike since DS is also at the start of the movement phase. And in 40k, when two things are at the same time, they can be swaped as which goes first, and which goes second. At least that is my interpretation of the rule.
And vehicles can be summoned as long as they have the warp stabs. 😉

So I would say that this psychic power could only be used before the librarian moves and thus this is before entering the board.
In the deepstrike rule it states: “this units can not move this turn ( so they are on the board at the time to do so) only can disembark from a vehicle that has DS.” since the only real condition in the psichic power is that your mini has to be on the board ( does not need line of sight or anything) and your mini is on the board you can perfectly summon a unit. If they use the shunt as their scout move, that happens before the game starts, so on turn one, they could move and assault as normal. Otherwise, no, they couldn’t shunt and assault.
I’m also pretty sure you can’t assault out of the Storm Raven after it deepstrikes in via the summoning, but nice try Warren lol

Hopefully you guys will post list on screen, I think the storm raven termie combo is a winner. My oldest is prepping for a Grey knight build now – how could you get all of that into a 1750 pt list and not short yourself??? – in the effectiveness category
I don’t know if you already covered it but Servo-skulls reduce the number of dices for scatter-rolls and such thinks (templates AND deep strike scatter) so you could put 2 Servo-skulls besides each other and you wouldn’t scatter anymore
Psilencer only wounds daemons on a 4+ unless the roll to wound would be better than a 4+. Has no AP value either so it’s only real saving grace is the fact it gets 6 or 12 shots depending on what type you are using.
Psycannon can be used as an assualt weapon also. Can be assualt 2 or heavy 4 rending.
With regards to the warding stave It’s still a nemesis force weapon so it is still a power weapon and has all the extra fluffy bits such as the instant kill rules and daemonbane. You only get a 2+ invulnerable save in close combat mind.
As far as I know you still count as having a Nemesis Force Weapon when you take a Nemesis Warding Stave. You just don’t get any of the other bonuses like +1 attack or +2 Initiative. Correct me if I’m wrong…

That shunt move has some interesting applications if you give them the scouts rule from the Grand Master. Or give scouts to Dreadknights…

If you put the Grey night interceptors in a Storm Raven and use the shadow skies rule they don’t scatter….
and remember that if you use hammerhand your daemon hammers make you S10
