Sounds like a fun game.

The class history resemble a bit history of real life soviet Kiev class of light carriers (which mostly carried Kamov helicopters fighting submarines but also had two types of VTOL fighter-bombers designed for them). Most of them ended up in Chinese hands (albeit serving as museums and theme parks) and one is still in commission with Indian navy (split a bit like those Panasian colonies) after USSR colapsed.
