Steps for Magic Action:

1. Allocate Energy To Construct Spell

2. If Opponent has a Mage they then decide whether they want to counter or not.  If the do then they build the Counter Spell

3.  Attacking Mage then attempts to cast spell.  If successful then move on to step 4.  If failed to cast spell roll on the catastrophe table.

Some of the catastrophe results mean that a counter spell would be still be required.  The defending player must use at at least the amount of energy allocated to the counter (the defending mage was focussing his mind / drawing in energy in response to the spell he/she felt was coming) but can use more.

4. If the attacking spell was successfully cast then the defending player now needs to attempt to cast the counter spell.  If the counter spell was successfully cast move onto step 5 else the defending mage rolls on the catastrophe table.  If the attacking player spell was not successfully cast the defending player still looses the energy they assigned to the counter spell (?)

5.  Both players roll to determine if the spell is successfully countered or not.

6. If spell not countered then it hits target and does damage.  Feels like in general damage should be pretty sure of killing stuff.  If fire spell successfully hits then you should either be on fire or being roasted inside a metal oven.
