I play German PanzerGrenadiers in Bolt Action, purely on the basis that everyone else I know plays allies of some form (Brits, US, Soviets), so my US Airborne rarely get an outing.
I don’t think you’ll see manufacturers drop prices for hordes as it’s not commercially viable for them, plus as @elessar2590 mentioned above, the extra hobby effort required (time/painting/storage) puts some people off
