Well that’s a tricky one and even game designers struggle to get that right.

More often than not it’s not a case of balancing the game but rather handicapping a player (or more)

You see some players are just brilliant at the game and have an almost instinctive feel for the meta and the tactical situation on the table.

In that case it’s easy for opponents to feel that the army choice was cheesy or unbalanced but the reality is the opponent is just superior.

So dealing with this is tricky as you still want it to be fun for all involved.
